A French speaking program of economic integration by the Moroccon and Tunisian NTIC
Born from the association of 3 organizations, Moroccan Planet Finance , Tunisian UTSS and French BATIK International , the project, INSER-ECO-NET started last July 2011 and should last two years. The purpose of the project is to fight against poverty and to support professional integration of the weakened populations through the access to the new technologies of information and communication (NTIC) as management tools of the business start up projects and/or as competence facilitating the engagement in companies.
The project gives priority to :
- young people and women in wedged rural and marginalized areas in Tunisia
- young in precarious situations in the disadvantaged districts of the urban areas as well as craftswomen living outside the towns or in the rural districts of Morocco.
The popular movements of the “Arab spring” have demonstrated that the use of new technologies of information and communication are a powerful lever for a social mobilization. However some parts of the population are still marginalized in their access to NTIC : people living in the rural areas, people without any job evaluation, housewives and so on. And even if the social network is quite alert, the access to computers and to the web has not been developed enough as a support lever to boost economic integration, - reason for that is the lack of competence and mastering of the local population.
The needs identified by the participative diagnostics of the different social categories of people in the two countries show a true numerical fracture inside the territories. This fracture can be seen particularly between the wedged rural areas and the urban areas in Tunisia and between the urban areas and the marginalized peri-urban areas in Morocco. The populations are insisting very clearly to mitigate the consequences of the great differences concerning an access to information between the areas, and are looking forward to receive training initiatives.
In Tunisia in order to solve this problem of access to information, UTSS has organized the erection of some centres devoted to community life and organizes days of information, of training courses and of popularisation which facilitate access to public services, to medical education, to family planning, to agricultural popularisation for the underprivileged populations.
In Morocco, since 2005, Planet Finance leads various projects aiming at the strengthening of the abilities of two categories considered essential for the development of the country : the women with their heritage of traditional “savoir-faire” ; and the young with their potential creativity, energy and adaptability. These projects are managed by the Centres of vocational guidance and professional integration (COIP).
In addition and for an extension of these actions started in these targeted areas, the project INSER.ECO.Net will help to integrate the rural populations in the NTIC world. Periods of training in French concerning data processing and the web will be organized for the young and for women concerned by this project. Computer equipment and access to internet in French will be at disposal of the beneficiaries.
Further more, the project INSER.ECO anticipates the starting up of several web sites which will help the populations concerned by the project and which will be realized by a contact with the beneficiaries :
- in Tunisia, a web site in French will promote rural tourism
- in Morocco, a web site in French will help the marketing of the products of 6 associations and cooperatives belonging to RFA and PlaNet Finance.
- In Morroco a web site in French will organize the networking of the cells devoted to Professional and vocational guidance (COIP) and improve their impact.
Further more, a lot of importance will be given to training initiatives and to the strengthening of the skills of the staff of these different designs in order to perpetuate the effects of the project. This part will be realized by Batik international. Finally, the project will concern about 20 000 beneficiaries thanks to the new web sites which will promote rural tourism and help the micro- contractors, either men or women, to sell their goods, is concerned also the online training modules helping professional guidance for the young people.
